Worst traffic in the Netherlands

A study by TomTom has revealed that Nijmegen and Gronigen are the worst cities for traffic congestion, and not Amsterdam. This is also true in other European states where the capitals are not always the most congested places. I think this is most likely due to the disproportionate amounts spent on the infrastructure in these areas.
